DynCorp launches IPO
By James. H. Smith

In a business marked by predominantly privately-held companies and companies whose outsourced civilian police and military support services form only a part of larger defense-related activities, the initial public offering (IPO) of a company such as DynCorp International is a rarity.

Texas-based DynCorp provides specialized mission-critical technical and professional services to civilian and military government agencies and commercial customers, employing 14,000 people in 35 countries. The company’s prime business is supplying those services to the US Departments of State and Defense but also to the petroleum industry. The company’s other activities include international police training, including Afghanistan and Iraq ; security for diplomats; aircraft maintenance; development of security software; infrastructure development and management of airports, highways and industrial zones; and automated work control, inventory regulation, and records management for the private sector.

CACI keeping options open
By James Smith

After a two-year hiatus, CACI International, the Virginia-based provider of IT and network solutions programs to defense and intelligence agencies, is back to making acquisitions and would possibly be open to being acquired itself, according to statements made by JP London, the company's chief executive officer during a recent conference call to analysts.

While maintaining that the company is "not for sale," London said CACI would be "receptive" to any overtures. There has been no public announcement or rumor of any company seeking CACI as an acquisition target.

Secure Borders and Temporary Worker Program Part of Comprehensive Immigration Reform

May 16, 2006 – Secretary Chertoff and government officials from U.S. Customs and Border Protection, U.S. Immigration and Customs Enforcement, the Department of Defense and the National Guard Bureau, elaborated on the President’s Immigration Reform plan during a press briefing at the White House. The President’s plan calls for securing our borders, creating a temporary worker program, making it easier for employers to verify employment eligibility while continuing to hold them accountable for the legal status of workers they hire, dealing with the millions of illegal immigrants who are already here, and honoring the great American tradition of the melting pot. Deploying National Guard members to support and assist the Border Patrol as new agents are trained and added; increasing funding for interior enforcement and establishing a temporary worker program are among the President’s proposals

Secretary Chertoff Stresses Personal Preparedness and Partnership at the Red Cross National Convention

May 12, 2006 – Speaking at the national convention of the American Red Cross in Washington, DC, Homeland Security Secretary Michael Chertoff told the audience, “we've got to keep sending the message that individuals have to be prepared.” Chertoff emphasized that preparedness “is part of personal responsibility, it's part of the responsibility we owe to our families, and it's also part of a responsibility we owe to our communities.”

The Secretary thanked the audience of Red Cross volunteers and staff for the work that they do in responding to disasters of all types nationwide. He acknowledged that “at the end of the day we know we cannot prepare the nation alone as the Federal government, or even as the Federal, state and local government combined. We need to work with you, and we need to work with individual communities” since the “key to all effective emergency management is partnership, it’s working together.”

Secure Border Initiatives Draw Attention to Need for Biometric Tracking, Detection and Monitoring Technology

HomelandDefenseStocks.com Spade Defense Index Monthly Audio Update Looks at Timing Investments in Defense and Homeland Security

POINT ROBERTS, Wash., May 17th, 2006 – www.HomelandDefenseStocks.com (HDS), a global investor and industry news portal for the homeland defense and security sector, presents the Spade Defense Index Monthly Online Audio Update. This month’s discussion reflects on timing investments in defense and homeland security and how the sector is expected to perform moving forward in light of recent debates surrounding border security and illegal immigration concerns.

This update report emphasizes that regardless of the immigration system in place, the key to improving overall security is to have in force better tracking and monitoring of those non-U.S. citizens we let into the country.

Scott Sacknoff explains, “The Department of Homeland Security is currently funding initiatives related to improving its information technology and reconnaissance capabilities to better identify and track ‘visitors’ to our nation. While things can change for political reasons, a reallocation or the provisioning of additional resources by Congress to new border initiatives appears unlikely until after DHS completes the projects they are currently working on.”
