In answer to the question of whether or not the financial community has become more accepting of terrorist activity, given that the market took considerably less time to self correct following the London bombings, Mr. Smith said, “The community is not getting used to terrorist activity so much as the fact that the media has not gone into the depth of coverage of the latest events that they did after 9/11 and indeed the Madrid bombings.”

In describing the effect that the London bombings have had on the City itself, Mr. Smith stated that, “Retail businesses in the vicinity of mass transit centers have experienced significant downfalls. People are still a bit jittery and are refusing to use mass transit. Therefore retail locations in the City center are seeing much less foot traffic than they are used to.”

London bombings fail to dent British air traffic

London - British airports operator BAA on Wednesday said it had handled a record 14.6 million passengers in July, despite the London bombings which nevertheless affected air traffic.

BAA, owner of seven British airports including Heathrow, Gatwick and Stansted, said that passenger numbers rose by 2.6 percent compared with July in 2004.

London bombs chemical suits call

More doctors should be trained in emergency response. Emergency personnel should be equipped with chemical protection suits so they can attend to people trapped after bombings quickly, experts say.

Assessments of what happened on July 7 in London, and what can be learned, are published in both the New England Journal of Medicine and Resuscitation.

Emergency vehicles should be equipped with chemical detectors, they add.

Homeland Security panel seeks to create terrorism prevention center

News Tribune
Using from 20-30 current state employees, now working in different agencies, Missouri's new Homeland Security Advisory Council wants to launch a terrorism prevention center.
"By co-locating existing (analysts) under one roof, and getting them talking with each other and sharing information," said state Public Safety Director Mark James, "we believe it would greatly enhance our ability to identify potential activity, be it criminal or terrorist activity."

The idea is different from the current State Emergency Management Agency's communications center, which is activated only after an emergency occurs.

Department of Homeland Security and InfraGard National Members Alliance Establish Memorandum of Understanding

WASHINGTON--Aug. 8, 2005--InfraGard National Members Alliance (INMA) today announced it has struck an official Memorandum of Understanding (MOU) with the Department of Homeland Security (DHS) Private Sector Office (PSO) regarding a Strategic Partnership. The announcement was made at the 2005 "InfraGard Congress," InfraGard's annual business meeting, which is taking place today at the JW Marriott in Washington D.C.

The purpose of the MOU between InfraGard and DHS is to outline the objectives of a Strategic Partnership between the two parties, as well as their related roles and responsibilities. Specialists fault mass transit security
Money, planning called inadequate

Government Should Commit $1.2b to Transit Security, Report Says

Mass transit systems can better guard against terrorism by deploying more closed-circuit video and television surveillance systems at stations and within tunnels and fixed facilities, according to a new report from the Washington-based Center for American Progress.
The report, written by 9/11 Commission staff member Bill Johnstone, urges the Bush administration to provide substantially more funding for mass transit security--not just for improved surveillance capabilities, but also to sustain a greater police presence, accelerate development of explosive-substance detectors and incorporate security into future transit system design.

"Since transit systems are so open, perfect transit security is not possible, but better security most assuredly is," Johnstone wrote in the report.

NAVY
General Electric Engineering Services Inc., Cincinnati, Ohio, is being awarded a $23,176,635 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-03-D-0013) to exercise an option for the standard depot level repair of T700-GE-401/401C turbo shaft engines, cold section modules, and power turbine modules. Work will be performed in Arkansas City, Kan., and is expected to be completed in August 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Titan Corp., Marlton, N.J., is being awarded a not-to-exceed $9,339,835 modification to a previously awarded cost-plus-fixed-fee contract (N00421-02-C-3206) to exercise an option for systems engineering services in support of the Maritime Surveillance Aircraft Team for the U.S. Navy and the Government of the Netherlands. Work will be performed at the Naval Air Warfare Center Aircraft Division, Patuxent River, Md., and is expected to be completed in September 2006. Contract funds will not expire at the end of the current fiscal year. This modification combines purchases for the U.S. Navy ($8,979,835; 96 percent) and the Government of the Netherlands ($360,000; 4 percent) under the Foreign Military Sales Program. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity.

ARMY
CyTerra Corp., Waltham, Mass., was awarded on Aug. 10, 2005, a $13,576,578 increment as part of a $38,015,413 firm-fixed-price contract for AN/PSS-14 Mine Detecting Sets. Work will be performed in Orlando, Fla., and is expected to be completed by March 30, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on June 27, 2005. The U.S. Army Communications-Electronics Command, Alexandria, Va., is the contracting activity (DAAB15-03-C-0025).

SRS-Kay & Kay Contracting L.L.C. (Joint Venture)*, Gallatin, Tenn., was awarded on Aug. 9, 2005, a $3,000,000 increment as part of a $7,980,760 firm-fixed-price contract for East Bank Approaches for two-lane highway and single track railroad bridges. Work will be performed in Grand Rivers, Ky., and is expected to be completed by March 11, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 17, 2005, and three bids were received. The U.S. Army Corps of Engineers, Nashville, Tenn., is the contracting activity (W912P5-05-C-0007).

Southern Dredging Co. Inc.*, North Charleston, S.C., was awarded on Aug. 10, 2005, a $700,000 increment as part of a $6,178,700 firm-fixed-price contract for Maintenance Dredging of Wilmington Harbor. Work will be performed in Wilmington, N.C., and is expected to be completed by Jan. 15, 2006. Contract funds will not expire at the end of the current fiscal year. There were 15 bids solicited on June 28, 2005, and two bids were received. The U.S. Army Corps of Engineers, Wilmington, N.C., is the contracting activity (W912PM-05-C-0012).
