Homeland Security Stocks Spike on London Terror
In the midst of tragedy, there is business as usual. The homeland security stocks that deal with specific threats related to the London bombings spiked during the day. Larger defense contractors faced little market impact, but smaller players had some big gains. Shares of American Science and Engineering, Inc. (ASEI) were up over $4.00 on the day. The Company develops, manufactures, and markets inspection systems. Its products are used for detection and security applications by seaport and border authorities, federal facilities, military bases, airports, and corporations worldwide. These security applications include X-ray inspection and screening systems for combating terrorism, drug and weapon smuggling, trade fraud, and illegal immigration, as well as for detecting dirty bombs and nuclear devices. Other stocks up on the day were Isonics (ISON) a bomb detection company, Endwave (ENWV) a radio frequency company in wireless communications with homeland security applications, Law Enforcement Associates (LENF:OTC) a company that makes Under Vehicle Inspection Systems, Digital Recorders (TBUS) , a company that makes law enforcement and security communications systems, IPIX Corporation , (IPIX) a company that provides imaging solutions for commerce, communication, and security applications worldwide.
Investors looking at the sector need to complete due diligence, looking for companies that have contracts, access to military and government deals, relationships with defense contractors, as well as key management and directors. In addition, investors should pay attention to each company’s technology base for diversification. Analysts agree that companies with one technology only have the potential to be obsolete as technology advances within the sector.

Secretary of Homeland Security Addresses the Nation in Response to Bomb Attacks in London.
Threat Level has been Raised for the Mass Transit Sector of the Transportation System.
POINT ROBERTS , Wash. ; July 7, 2005, The National Homeland Security Knowledgebase , www.NationalHomelandSecurityKnowledgebase.com, (NHSK) reports on Secretary Chertoff’s address to the nation. In a vital news conference today, Homeland Security Secretary Michael Chertoff addressed the nation as the world remains stunned from the bomb attacks in London. As a result of the attacks, the threat level has been raised from ‘yellow’ or ‘elevated’ to ‘orange’ or ‘high’ status for mass transit systems. As Chertoff describes, “Prudence suggests that when we look at what has happened in London and consider the typical way that Al Qaeda has carried out its tactics, which includes simultaneous activity in various places, common sense tells us that we should make some reasonable adjustment in the threat level with respect to those elements within the transportation system that parallel what was the focus of attack in London.”
In addition, security measures have been escalated and entail efforts by state, local and transportation officials to provide K9 bomb detection teams, spot testing, increased law enforcement, police, added barriers for perimeters, extra intrusion detection, increased surveillance and additional inspection of trash receptacles and other storage areas.
Secretary Chertoff reminds the public to continue using the transportation system, but to do so with a heightened awareness of their surroundings, to report any unusual activity and with the knowledge that security measures are in place and have been for some time now, recently elevated within the transit system due to the tragic events in Britain.
The pubic will be provided with ongoing updates as intelligence streams and information out of London is reviewed. Chertoff reminds the nation that “Terrorists may bomb and attack and attempt to use weapons of fear to shake the confidence and will of free nations and free people, but they will not succeed. We have a more powerful arsenal, it includes our resolution and our resilience, an unyielding determination to do what we can and must to keep our citizens and our allies safe, to track down those who perpetrate incidents like this and to bring them to justice.”
When asked about the potential impact of the London attacks on the U.S. security policy Chertoff revealed that the Country’s security policy has been reviewed extensively in a comprehensive manner over the past few months and that policy proposals will soon follow to ensure that infrastructure protection is optimized, but that policy decision will not be made based upon a single event.
The priority at this time appears to entail the identification of the party responsible for the attacks, understanding the dimensions of these acts and determination of any potential lessons or intelligence that may be extracted from this incident. Overall, as Chertoff described, “This is an occasion for sympathy and solidarity for our allies over in Britain, a renewal of our determination to keep our country safe and a measured and appropriate response in terms of dealing with what has happened overseas.”
Military Studies XM Radio for Homeland Security
The U.S. military is evaluating XM's service digital quality and nationwide coverage for homeland security purposes. XM and Raytheon Co. (RTN) http://www.raytheon.com, have jointly built a communications system that would use XM's satellites to relay information to soldiers and emergency responders during a crisis.
