NIAID Biodefense Research
http://www2.niaid.nih.gov/biodefense/about/default.htm  Improving our nation’s defenses against bioterrorism is a key part of the U.S. government’s homeland security effort. The president's 2006 budget requests more than $4 billion for biodefense activities at the Department of Health and Human Services (HHS) to improve local and state public health systems, to expand existing biosurveillance efforts, and to fund research on medical countermeasures against potential bioterror agents.

Within the HHS biodefense budget, approximately $1.7 billion will fund medical research and product development at the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. NIAID is committed to accelerating development of medical tools to detect and counter the effects of a bioterrorist attack, including

  • Vaccines to immunize the public against diseases caused by bioterrorism agents
  • Diagnostic tests to help first responders and other medical personnel rapidly detect exposure and provide treatment
  • Therapies to help patients exposed to bioterrorism agents regain their health

Fraud / Identity Theft
Financial Crimes, Credit Card Fraud / Identity Theft
Financial industry sources estimate that losses associated with credit card fraud are in the billions of dollars annually. The Secret Service is the primary federal agency tasked with investigating access device fraud and its related activities under Title 18, United States Code, Section 1029. Although it is commonly called the credit card statute, this law also applies to other crimes involving access device numbers including debit cards, automated teller machine (ATM) cards, computer passwords, personal identification numbers (PINs) used to activate ATMs, credit card or debit card account numbers, long-distance access codes, and the computer chips in cellular phones that assign billing. During fiscal year 1996, the Secret Service opened 2,467 cases, closed 2,963 cases, and arrested 2,429 individuals for access device fraud. Industry sources estimate that losses associated with credit card fraud are in the billions of dollars annually.

The United States Computer Emergency Readiness Team (US-CERT) is a partnership between the Department of Homeland Security and the public and private sectors. Established in 2003 to protect the nation's Internet infrastructure, US-CERT coordinates defense against and responses to cyber attacks across the nation.

http://www.us-cert.gov/ US-CERT is charged with protecting our nation's Internet infrastructure by coordinating defense against and response to cyber attacks. US-CERT is responsible for
  • analyzing and reducing cyber threats and vulnerabilities
  • disseminating cyber threat warning information
  • coordinating incident response activities

About the National Cyber Security Partnership
The National Cyber Security Partnership (NCSP) is led by the Business Software Alliance (BSA), the Information Technology Association of America (ITAA), TechNet and the U.S. Chamber of Commerce in voluntary partnership with academicians, CEOs, federal government agencies and industry experts.Following the release of the 2003 White House National Strategy to Secure Cyberspace and the National Cyber Security Summit, this public-private partnership was established to develop shared strategies and programs to better secure and enhance America’s critical information infrastructure. The partnership established five task forces comprised of cyber security experts from industry, academia and government. Each task force is led by two or more co-chairs. The NCSP-sponsoring trade associations act as secretariats in managing task force work flow and logistics. The task forces include:

Sensors: Chemical, Biological,Radiological
Sensor Information http://www.sentix.org/info.htm

Sensor: A device or system that responds to a physical or chemical quality to produce an output that is a measure of that quality.

Sensors are comprised of two basic parts - a sensing element and a transducer. The sensing element interacts with the environment, generating a response. It is the sensing element that is the primary part of a sensor, and determines the nature, selectivity and sensitivity of the sensor. The transducer is a device which reads the response of the sensing element and converts it into an interpretable and quantifiable term.

There are many different types of sensors. Sensor classification schemes range from very simple to very complex. One way to classify a sensor is to consider the property or analyte being sensed, and another way is to consider the principal physics and operating mechanisms of the sensor.

Four general technology groups based primarily on the principal physics and operating mechanisms of the sensors: (1) electrochemical sensors; (2) mass sensors; (3) optical sensors; and (4) biosensors.

Electrochemical sensors include sensors that detect signal changes (e.g. resistance) caused by an electrical current being passed through electrodes that interact with chemicals. Mass sensors rely on disturbances and changes to the mass of the surface of the sensor during interaction with chemicals. Optical sensors detect changes in visible light or other electromagnetic waves to detect and identify the presence of chemicals. Biosensors incorporate a biological material (enzymes for example), a biologically derived material, or biomimic with a transducer or transducing microsystem to measure an analyte. Within each of these sensor categories, some sensors may exhibit characteristics that overlap with other categories. In addition, these categories can be further refined for example, Fiber Optic Chemical Sensors are one type of optical sensor.
